After purging a propane container at sea level, there will still be pressure inside the container due to atmospheric pressure. Atmospheric pressure is the force exerted by gases in the air that surround us. When the propane container is purged at sea level, the air inside the container escapes until the pressure of the gas inside equals the atmospheric pressure outside.

At this point, the pressure gauge on the tank may read zero, but there is still 1 atmosphere of pressure inside the tank. This is because the pressure inside the tank is balanced by the pressure of the atmosphere outside. So, even after purging, there will still be some pressure inside the container.
